SOLUTION: Click the appropriate link (below), download, unzip and simply drop the "d3d9.dll" file directly into your Fallout New Vegas Folder (not the Data Folder!). Even high-end machines are impacted by this performance issue. Not a "Bug" or "Glitch", but rather an issue with the game's FaceGen Software. ISSUE: On PC, mild to severe "Lag" or "Stutter".
